Former Principal Director for European and NATO Affairs in the Office of the Secretary of Defense
Mr. Juhl recently retired from the Senior Executive Service of the United States completing a career that spanned more than forty-five years of combined military and government civilian service. Mr. Juhl was last posted at US Mission, NATO, Brussels, Belgium where he served from 1996 through 2007 as the Deputy to the Secretary of Defense Representative Europe and the Deputy Defense Advisor, US Mission, NATO. Prior to his assignment to Brussels, Mr. Juhl served as the Principal Director for European and NATO Affairs in the Office of the Secretary of Defense.
He was a key player in the early development of the Partnership for Peace Program, NATO Enlargement, the development of the NATO Defense Capabilities programs of the late 1990s, the 1991 and 1999 Alliance Strategic Concepts, the Prague Summit decisions on capabilities, the NATO Response Force and subsequent follow on actions to streamline Alliance Military structures, and most recently the creation of NATO Strategic Transportation Capability and NATO Office of Resources. Mr. Juhl resides in Charlotte, NC, where he is President/CEO of his own consulting firm, INCONN Int., a member of Spectrum Group, Alexandria, Virginia, and an associate member of the Institute for Defense Analysis, Washington, DC.
